The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Immense energy is allocated on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from enemy soil, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from ruin and another blackout.

Persistent Threats

Soon after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration operates on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from believing that the situation will not change more in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but averting a entire defensive failure until situations evolve in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
